In the past, voters in Goa had to visit Panchayat offices, Municipal bodies, or meet the local BLO multiple times just to verify whether their names appeared in the electoral roll. Today, the entire system has moved online. You can now download the complete voter list of any village, ward, or municipal area in Goa instantly on your mobile or computer — completely free.


What is SIR (Special Intensive Revision)?

The Special Intensive Revision (SIR) is a one-time, detailed verification exercise conducted by the Election Commission of India.
It is far more comprehensive than the usual annual revision.

Objectives of SIR

  • Include every eligible 18+ citizen
  • Delete ineligible, duplicate, or outdated entries
  • Correct errors in name, address, age, or gender
  • Ensure 100% accuracy of the voter list

SIR is carried out under Article 324 of the Constitution and provisions of the Representation of the People Act.

Online Application Options

1. National Voter Portal – voters.eci.gov.in

Here you can:

  • Verify your name
  • Apply as a new voter
  • Update/edit voter details
  • Submit correction requests

2. CEO Goa Website

Provides:

  • Local voter roll links
  • Downloadable forms
  • State-specific instructions

Offline (Door-to-Door) Method

BLOs will distribute the Enumeration Form (EF) in SIR-covered areas across North Goa and South Goa.


How to Fill the SIR Form

✔ If You Already Have an EPIC (Voter ID)

  • Enter your EPIC number on the portal
  • Check pre-filled details
  • Make corrections if needed
  • Submit online

✔ If You Are a New Voter (18+)

You must provide/upload:

  • Proof of age
  • Proof of address
  • Valid identity documents

✔ Offline Submission

  • BLO visits your residence
  • Provides the form
  • You fill in personal details
  • Sign & return
  • BLO may revisit for verification

How to Download Goa Voter List (Village / Ward Wise PDF) – Step-by-Step

You can download the voter list for any village or ward in Goa including Panaji, Mapusa, Vasco, Margao, Ponda, Bicholim, Canacona, Quepem, Calangute, and more.


Step 1 – Visit the Official Portal

Go to voters.eci.gov.in
Scroll down → Click Download Electoral Roll under “Services”.


Step 2 – Select Required Details

Choose:

  • State: Goa
  • District: North Goa / South Goa
  • Assembly Constituency
  • Language
  • Roll Type: Final Roll 2025
  • Enter Captcha

Step 3 – View Villages/Wards

The portal will show:

  • Wards (for urban areas: Panaji, Mapusa, Margao, Vasco, etc.)
  • Villages (for rural areas: Calangute, Curtorim, Quepem, etc.)

Step 4 – Load More Areas

Only 10 entries appear at a time.
Click the ( > ) arrow to view more wards/villages.


Step 5 – Select Your Area

Tick the checkbox next to your village/ward → Scroll up → Click Download Selected PDFs.


Step 6 – Download the Voter List

Your complete Goa Voter List PDF will appear instantly with all voter details.


Understanding Election Lists (Simple Explanation)

1️⃣ General Election List

Prepared before major elections such as:

  • Goa Assembly Elections
  • Lok Sabha Elections

SIR updates help ensure accuracy before these elections.


2️⃣ SIR Draft List

Released during SIR for:

  • Adding new 18+ voters
  • Rectifying errors
  • Deleting ineligible entries

Published only before major elections.


3️⃣ Draft Roll (Yearly Revision)

A routine, annual voter list published for public verification.
